Vallarta Supermarkets plans to open a second Arizona location in Phoenix early next year, targeting a South Phoenix area designated as a food desert. The company, based in Santa Clarita, California, announced the expansion after launching its first Arizona store in Glendale earlier this year. Officials say the new site will be an adaptive reuse project on vacant land near a light rail stop at Central Avenue and Baseline Road.

New Features and Market Competition

The Phoenix location will include a food court with ready-to-eat Latino dishes, a full-service seafood department with a ceviche bar, and a traditional meat counter. It will also house a tortilla maker and creamery, a juice bar, a bakery, and a coffee shop. The store aims to serve a community long recognized for limited access to fresh and healthy food options.

Phoenix is a competitive market for grocers. Kroger’s Fry’s Food & Drug banner controls nearly 30% of the grocery market share, while Sprouts operates 36 stores in the metro area. Other Hispanic-focused chains like El Super and Los Altos Ranch Market each hold about 1% of the share. Both Aldi and WinCo have recently entered the region with expansion plans.

It is unusual for a grocer to enter a food desert in a market as competitive as Phoenix. The city’s designation of the area as a food desert suggests the need for access to fresh food, yet the area also hosts a dense network of established chains. The new store will occupy a vacant space, which may help lower construction costs and speed up the opening timeline.

The Phoenix metro area is the nation’s 10th largest, with a population of about 5.23 million people. The region has seen population growth of roughly 1% over the last year. Vallarta currently operates 64 stores in California and one in Arizona.

The city of Phoenix recently approved a 2030 Food Action Plan to support access to fresh and healthy food within the city limits. This strategic initiative shows the community’s focus on addressing nutritional gaps, providing a broader context for why a retailer like Vallarta is choosing to invest in this specific neighborhood. The chosen site serves an area long recognized as a food desert, a fact that influenced the site selection process.

Cesar Gonzalez, the chief operating officer of Vallarta Supermarkets, expressed excitement about the new venture. He noted that the fact that the site serves a community with limited food access was a significant factor during the planning stages. The location will feature La Cocina, an in-store food court, as well as a dedicated Tortilleria y Cremeria, which will prepare house-made tortillas daily. Additionally, the store will offer a fresh-cut fruit creamery and an authentic Latin deli.

The Phoenix area is home to Sprouts, which tallies about 3.5% of the grocery sales in the region. Hispanic-focused chains in the market include El Super, which has five locations, and Los Altos Ranch Market, with seven stores. Kroger’s Fry’s Food & Drug banner controls nearly 30% of the market share. Both Aldi and WinCo have also recently entered the Phoenix area with plans for expansion.
